Community banks are often called the backbone of local economies, and for good reason. There are over 4,000 of them across the U.S. Their strength lies in relationships: knowing their customers, investing in local businesses, and recirculating deposits back into neighborhoods. But in an era defined by data and digital firsts, their traditional playbook is under threat not from a fintech rival, but from the regulations meant to ensure the safety of the financial system itself.
What used to be compliance checklists is now a full-fledged data challenge. Two rules in particular, the BSA/AML (Bank Secrecy Act/Anti-Money Laundering) regime and the CECL (Current Expected Credit Losses) accounting standard, changed the game. For community banks, compliance has become more than governance it has become a big data problem, one that stretches legacy systems and under-resourced teams to the edge.
To grasp the uphill battle community banks are fighting, let’s understand where these regulations came from and how they evolved.
BSA / AML (Bank Secrecy Act / Anti-Money Laundering) Passed back in 1970, the Bank Secrecy Act’s goal was simple: create trails so that law enforcement could trace suspicious financial flows. Since then, especially post‑9/11 and with the USA PATRIOT Act, the demands on financial institutions have intensified.
Today, an effective AML program isn’t just about filling out forms. It’s a data beast.
Banks must run customer due diligence, build and update risk models, continuously monitor transactions, and report anomalies. Regulators now encourage (if implicitly) the adoption of AI and other advanced technologies to make monitoring smarter, a move that raises the bar even higher for compliance.
CECL (Current Expected Credit Losses) When FASB introduced CECL in 2016, it was a response to criticism of the old “incurred loss” accounting standard, which many said delayed recognition of credit losses until it was too late. For most community banks, CECL became effective in 2023.
What makes CECL radical is its forward-looking approach: from day one, banks must estimate expected losses over the life of each loan. It’s no longer enough to look at past defaults. They must integrate macro forecasts, granular loan data, and modeling assumptions. In other words, it’s not just accounting. It’s predictive analytics on steroids.
These rules apply to everyone. But execution costs don’t scale linearly. For mega-banks, compliance is a manageable cost in the larger scheme of operations. For a community bank, it’s a burden that competes with lending, innovation, and growth.
With BSA/AML, the volume is overwhelming. A mid-tier community bank might process millions of transactions monthly. You can’t manually sift through that. But systems used by large banks are expensive and complex, oftentimes beyond the reach of smaller institutions. The result: many community banks are squeezed between what regulators expect and what they can afford.
CECL hits it from another angle. To build accurate models, banks need detailed historical data: loan originations, default timings, lifecycle changes in credit status, and so on. Many community banks run on legacy core systems that weren’t built with long-term, granular recordkeeping in mind. Pulling together enough data across multiple systems, formats, and time periods can be a grueling and costly task. The real barrier is not the math, but the infrastructure: data pipelines, storage, interoperability.
If you look under the hood, you find two fundamental issues: scale and speed.
Scale: even small community banks manage surprising volumes They might not rival Wall Street firms, but their data footprint is neither trivial nor simple. Across customer profiles, loan documents, online banking logs, emails, scanned paperwork, security audits, and more, they often land in the hundreds of gigabytes or even a low single-digit terabytes range.
Silos and fragmentation This data isn’t neatly housed in one monolithic system. Many banks have 10 – 15 core systems, such as: loans, deposits, CRM, fraud, and others that don’t talk well to one another. Before any serious modeling or analytics can happen, data must be ingested, cleaned, normalized, joined, essentially, stitched into a unified fabric. That preparation alone can overwhelm traditional systems.
Speed: analytics must keep pace For AML, spotting suspicious activity means near–real-time or streaming analysis. Overnight batch jobs no longer cut it in a landscape of clever financial crime. On the CECL side, predictive models, simulations, or Monte Carlo runs across large historical datasets demand heavy computational horsepower. Traditional CPU clusters can take hours or days to churn through, which prevents iteration and responsiveness to changing economic conditions.
At its core, this regulatory pressure is not just about more rules. It’s about performance bottlenecks. Traditional data systems, especially ones that rely primarily on CPUs, rigid data pipelines, and siloed storage, will begin to crack under the load.
